Congressional Action

We have submitted the AFEEC (our former name) NDAA 2027 input. The input was prepared through your co-workers that volunteered to help. Both, the Senate Chairman and Ranking member have confirmed receipt. It’s a start to our independence in seeking fixes to Europe Issues. We will be checking with them after the election in Nov.

Changes to Our Operations in Europe

For over 3 years, District 14’s NVP Ottis Johnson has championed a permanent representation presence in Europe. Regrettably, AFGE National disagrees, in our opinion.

While disappointed, we are seeking to develop an independent footprint to benefit the employees here.

A legal representative will be be provided for consults and guidance through AFEEA and EurFeds-Counsel. This will contonue until we determine how to proceed.

Ultimately, we all have to make a decision on charting a path, without help from AFGE, at least for now.

Our goal right now is a Europe-recognized entity, such as this association, to better support ourselves as federal employees in Europe.

We are in the process of seeking various recognitions in Europe – something the national office of AFGE has not done.

Schedule: Policy/Career

Executive Order 14410, resulted in 8,000 employees (we are told at GS-15 and above) being moved into a new “Schedule Policy/Career” category. The order is being challenged in federal court, making that litigation the single most important variable for the months ahead. However, its a management right to reclassify employees. The goal has been stated to move 50,000 more feds into this pay schedule. We expect more action on this matter before the year ends.

Non-Disclosure Agreement

OPM released plans for a standardized NDA aimed at “stopping government documents” from being leaked. It would cover internal agency operations, personnel matters, procurement processes, and any sensitive pre-decisional material not currently public. OPM frames it as documenting existing obligations, but experts disagree and opine it creates a pathway to purge employees deemed not loyal. The comment period is over.

Feds Shrunk by 250,000

A GAO report found that nearly 378,000 employees separated from 22 major agencies in 2025 while only 127,000 were hired — a net loss of over 256,000 workers, or about 11%. 18 of the 22 agencies saw declines exceeding 10%, with the “Edu” Department losing over 45% of its workers. It’s the first data-backed picture of the full reduction, and its implications for agency capacity are still being “absorbed.” However, now there are various reports that many have been rehired. Also, that the costs have been between $11 B and $21B on the Deferred Resignation Program. Congressional Democrats put the figure higher. More to come.
